Proposal Breakdown: Proposal 4– What it Means for You

Proposal 4 would amend the State Constitution to establish the Michigan Quality Home Care Council and provide Collective Bargaining for In-Home Care Workers. It would require the Council to provide training for in-home care workers and to pass background checks.

People voting YES argue: the proposal would connect seniors and people with disabilities to registered home-care workers.  It would also increase safety standards, provide training to high-quality in-home care.

People voting NO argue: it would force in-home workers to join a union and pay union dues.  It would also not be wise to lock a proposal like this into the State Constitution as it would hinder lawmakers from altering the operation of the Council.
